THIS Submission to GPS on HUD

Collective housing needs to be a part of Aotearoa’s housing future.

The draft Government's Policy Statement on Housing and Urban Development (GPS-HUD) sets the scene for decades to come. Advocacy is a key strategic function of THIS given the barriers faced by our emerging sector. THIS made a submission in three parts including a covering letter which outlined what THIS is, project status and listed supporting organisations.

We are pleased that the final document recognises that Collective housing has an important role to play. It also demonstrates an intention to identify and remove barriers to other alternative tenures to outright home ownership (for example, shared ownership, co-housing, rent to buy, or leasehold arrangements).  Ensuring ongoing and sustainable mechanisms to fund affordable housing supply including consideration of value uplift capture is also mentioned.

THIS’s feedback on the draft GPS highlighted its lack of ambition and noted there was no mention of collective housing. The draft document highlighted the need for more affordable housing but failed to relate this to retaining it beyond the first occupants.

THIS will continue to explore these aspects with the Ministry of Housing and Urban Development further.
